Stephanie Buckler

Deputy Director

Stephanie Buckler is the Deputy Director of the Social Services Integration Team at MassHealth, the Massachusetts Medicaid Program. Stephanie has been with MassHealth for 6.5 years and has been instrumental in creating and implementing the Flexible Services Program (FSP), a program that seeks to provide tenancy support services and goods and nutrition support services and goods to certain eligible MassHealth members. The program seeks to test whether, in a Medicaid construct, providing such supports can improve health outcomes and reduce Total Cost of Care as well as Health Disparities. Despite launching at the onset of the COVID-19 pandemic, the FSP has served over 20,000 unique members, has over 80 individualized programs throughout the state, and is rapidly growing. Most recently, CMS provided expanded authority to the Flexible Services Program for Massachusetts’ newly approved 1115 waiver.

Prior to joining MassHealth, Stephanie worked at Health Care without Harm and Practice GreenHealth to engage hospitals in environmental sustainability. She spent several years at the Massachusetts Health and Hospital Association where she focused on behavioral health and ED boarding. Stephanie has had the honor of working at Greater Boston Legal Services, the Massachusetts Attorney General’s Office, the Committee on Public Health within the Massachusetts legislature, and Health Care for All. Stephanie is licensed to practice law in New York and Massachusetts receiving her law degree from Suffolk University Law School and her undergraduate degree from Brandeis University.
